MAJOR DEVELOPMENT
The $75m Aquatic and Leisure Centre for Paramatta (ALCP) development will provide the City of Parramatta Council (CoPC) replacement facilities for the Parramatta War Memorial Swimming Centre that was demolished in 2015 as part of the NSW State Governments redevelopment of Parramatta Stadium.
The new 14,400m2 facility will be sited on part of the old Parramatta golf course, 800m west of the Parramatta CBD.
Facilities will include:
- 50 metre 10 lane outdoor pool, leisure pool and extensive outdoor landscaped areas
- 25m indoor pool and a learn to swim pool with an integrated all abilities play zone
- Gymnasium, sauna, spa, multi-function rooms and a café
INDEPENDENT ADVICE
With construction already underway, the Council was seeking independent advice on the business plans which had been developed for the new facility to support their choice of management approach and financial planning over an initial 5-10 year period.
As sub-consultants to David Burns Consulting, SLC developed a bespoke zero-based revenue model for the new facility which generated income and expenditure forecasts based on facility programming, pricing and usage parameters and expenditure assumptions.
Both an in-house management and externalised management model were produced to demonstrate the implications of both management options within the context of the Australian operator market. The model is being used by the Council to support their implementation planning prior to the completion and opening of the new facility which is due to open in 2023.
